3H Project Description

Project Constrains
  1. Import Duties will not apply.
  2. Storage of vaccine will be handle by the Russian public health department.
  3. Public Education will be handle by the Russian Rotary Clubs.
  4. Vaccines: Confirmation of Rotary Foundation's policy regarding the purchase, transport and administering of vaccines/sera.
  5. All immunization activities will be carried out in cooperation with local Primorski Krai Health Authorities,
  6. All vaccines/ sera will be purchased through UNICEF and should be in compliance with WHO standards. In addition, Russians must certify them.
  7. All injections will be administered by doctors using auto-destruct syringes.
  8. Shipping costs are included in the budget. Cameron Park Rotary will arrange the shipping and insure that no Rotarian will transport vaccines/sera across international borders.
  9. The cost of these syringes in included in the budget request. They will be shipped with the vaccines. Vlad-Eco Rotarians will monitor the actual immunizations to insure these syringes are used.

The Project Objectives Are

The 3-H Grant funding will be used to purchase and transport hepatitis B (also see GAVI) and MMR vaccines to Vladivostok. The Primorski Krai government health department will bring the vaccines through customs, transport them to storage, and arrange immunizations for all children aged one year and younger. Vladivostok Rotary Club members will monitor the process and work with the government to publicize the program and educate the public on the advantages of comprehensive immunization programs. They will also help in the administering and conducting the immunizations. A key element of any immunization program is to develop public acceptance and support. The Russian Clubs have been provided a 5Th edition copy of the CDC (Center for Disease Control) "Epidemology and Prevention of Vaccine-Preventable Diseases" manual which contains complete information about vaccines and conduct of immunization programs. This will provide them a current and reliable source for conducting the publicity and education elements.

Vladivostok and Vlad-Eco Rotary Clubs will gather the information necessary for the 3-H Grant reporting. They will also compile information about the pilot project to provide this to other Russian Rotary Clubs to help in expanding the program. They will gather statistics for showing the benefits of immunizations. And they along with Rotary Clubs outside Russia will be working to develop sources of affordable vaccines.

Project Objectives 1 Inoculate all the children one year of age and younger in Vladivostok with hepatitis B (also see GAVI) and MMR vaccines.

Project Objectives 2 Generate public awareness of the benefits of a comprehensive immunization program in Russia.

Project Objectives 3 Develop strong public support for comprehensive immunization programs for the children in Russia.

Project Objectives 4 Develop a pilot immunization program in Vladivostok, which can be used throughout the Russian Far East.

Project Objectives 5 Find sources of affordable vaccines, which will promote a self-sufficient program in Russia.
